Kapsabet Municipality manager Isaiah Keter today met a representation of Kapsabet business community comprising of Kapsabet Town Kiosk Operators led by the Chairman- Cashmir Sang to discuss the betterment of the business environment in Kapsabet town.

This team, also accompanied by the Director of the National Chamber of Commerce- Nandi, Peter Chalicha, had an opportunity to air out their challenges, discussed possible solutions and highlighted better strategies to implemented through the office of Kapsabet municipality.

Among these issues discussed include matters concerning licences, hygiene, security, safety, revenue collection, management of street families, law enforcement and utilization of resources such as water & electricity.

Speaking during the meeting, Keter said that the municipality endeavours to create a better business environment through the provision of all services as stated in the Kapsabet Municipality Charter. He further calls upon the town users to make proper use of public utilities provided to them and also feel free to point out any arising challenges.

The Human Resource Audit process in the Public Service aims at assessing the human resource output and effectiveness of its workforce. On 2nd March 2021, The County Public Service Board embarked on an HR audit process with the aim of establishing a centralized repository of employee details that the human resource management needs for planning. Staff details collated during this audit exercise will be migrated to the County Human Resource Management Information System.

Overall, the exercise seeks to ensure that the employees are correctly placed in the relevant fields of expertise to provide the desired service delivery and increase their productivity.This exercise is ongoing and is expected to end on 12th March 2021.

County government of Nandi is partnering with Morendat Institute of Oil and Gas (MIOG) to offer technical training opportunities for the youth and staff in the county.
Morendat Institute is an academic centre owned by Kenya Pipeline Company Ltd and offers technical and corporate courses. It is registered by both the Technical and Vocational Education and Training (TVETA) and National Industrial and Training Authority (NITA).
This partnership offers subsidized training that will be available for the youth and county staff especially those on fire and disaster management unit. These courses include health and environmental safety, quality control, fire fighting, welding, ICT security, corporate courses, electrical and mechanical maintenance among other courses that could be requested from time to time.
Speaking during an MOU signing between MIOG and Nandi County, the deputy governor, Dr. Yulita Cheruiyot highlighted the need for the youth to grab such training opportunities presented to them so as to acquire skills that would increase employability, enable them start their businesses and eventually develop economically.
She further added that the trainees will also offer extremely valuable services to the county in their areas of specialization.
Having signed the MOU, this program will soon be rolled out through the relevant departments of Administration, Public Service & e-Government, Sports & Youth Affairs and that of Education, Research and Vocational training.

Today, a task force committee from the State departments, Kenya School of Government and Council of Governors visited the county Public service for human resource assessment. This is an exercise carried out across all counties nationwide involving assessment, collection of views in bid to develop a nationwide master plan for handling scarcity, high priority skills and empowerment of the county public service management.
The visit focusses on assessing the current status, identifying gaps, skill development, workforce planning, skills development strategy, talent management, recruitment & selection for key technical cadres as well as strengthening institutional framework for the county human resource management.

This committee led by Francis Mutisya from State Department for Public Service had an opportunity to interact with the county Public service management team. According to Mr. Mutisya, the County Government of Nandi is performing well in human resource management. He further advises on the need to manage scarce and high priority skills.

In her address, the CECM for Administration Public Service and e-Government, Teresa Morogo highlighted that the sector is working on skill development in handling the scarcity of high priority skills and implementation of performance management in order to fully utilize the already acquired human resources.
Speaking during the session, the County Public Service Board Vice Chairperson, Eliseba Arusei said that the board is working towards achieving a highly professional and competent county public service. She added that they are re-engineering systems especially the Human resource management system so as to improve efficiency in service delivery.

The team from the State Department of Housing and Urban Planning and the Council of Governors led by Kenneth Nyaseda visited the county to assess the status of the projects under the Kenya urban support program for Kapsabet Municipality. These World Bank funded projects target Municipalities in various counties which met the minimum conditions for the access of the grants and Kapsabet is one of them.
These projects under the first funding are the Non motorized Transport facilities and urban economic infrastructure development which are nearly complete. The second funding focusses on road infrastructure upgrade. This road upgrade project is at its initial stages with designs already done and awaiting tendering.
The projects nearing completion include construction pedestrian walkway, athletic racing track, storm water drainage, sewer line extension, ablution block and passenger shades at Kapsabet bus park, jua kali shades, fabricated shades and street lighting and installation of high masts in areas under the municipality.
Speaking during an interaction with the team, the Deputy Governor, Dr. Yulita Cheruiyot pointed that as Kapsabet Municipality focusses on completing these projects, there is need to re-classify and upgrade other urban areas especially the Sub- County headquarters . “The upgrade of these urban areas will elevate the development state of the centres.” Said the Deputy Governor.
“As the county work on the full implementation of these projects, it anticipate for more funding that is set for the construction of a modern market in Kapsabet town so as to improve the business environment in Kapsabet Municipality.” Stated Teresa Morogo who is the CECM for Administration, Public Service and e-Government.
The team together with the municipality project management committee had an opportunity to visit the project sites to check on the status.
“We are pleased with the progress as compared to the previous assessment,” said Dr. Leah Oyuki from KUSP. She further calls upon the project management committee to fast track the projects to completion before the extension period expires.

High-quality child care keeps children safe and healthy. This care and protection is key in their growth and is therefore everyone’s responsibility to enhance a safe and conducive environment for their well-being.
The county government of Nandi is committed to providing a conducive environment for the care, protection, and growth of children to achieve their potential in life.
It’s putting in many efforts especially in creating awareness on child protection and reducing their vulnerability, especially during the current long academic breaks. It is also partnering with different agencies to ensure their safety of the Children is enhanced.
Given this, today the county government signed an MOU with Child-line Kenya on awareness creation of child protection services. Childline Kenya is a National Non-governmental Organization whose mission is to promote children’s rights and enhance child protection in Kenya.
It also focuses on building the capacity of children and their guardians in advocacy on child protection as well as identifying and reporting the various cases of all forms of child abuse.
The same will also be achieved through the county toll-free call center 1548 where the public can report any cases at any time and will receive a prompt response.
Besides providing a safe environment for children, the public is therefore called upon to be vigilant about any arising cases of child abuse and report them.

Video production is an emerging trend of communication that has been embraced by Governments and Non-Governmental institutions. It is mostly used due to its engaging nature. Many people prefer watching than reading. This explains the recent interest in videos as a form of communication.

The County government of Nandi in partnership with The National Agricultural and Rural Inclusive Project (NARIGP) Through Digital Green organized a 3-day training for its video production team. The training held at Allen’s Hotel in Kapsabet focused on creating instructional videos for Nandi County farmers on the 4 value chains including Avocado, dairy, poultry and Irish potatoes.

Nandi County is an agricultural county with more than 95% of the residents depending entirely on it to earn a living. This is why NARIGP with the County Government has partnered to ensure that farmers get the necessary support to maximize on profits.

With new trends in the communication field, having a better video communication skill would enable farmers from the county get an edge over other farmers leading to increased sales for their produce as well attracting new funding from different organizations to support the Agricultural activities.

During the training, the team were taken through the video production guidelines by Digital Green Lead Trainer Mr. Tonny Okuku which entails, community mobilization, content development, production and dissemination. The videos will be done in local dialect and the extension officers will be the link between farmers and the production team.

With this knowledge, the County production team is expected to upscale its video production of documenting development activities across the county. Already the team has been able to do videos on some success stories that includes the AI program, Mechanised Potato harvesting and coffee farming. Technology has proven its ability as an enabler in enhancing efficient and effective health care service provision across the globe. The use of technology increases provider capabilities, patient access and management while improving the quality of life for the patients and saving lives.

Today, North Rift Economic bloc (NOREB) member counties’ CECMs for Health and their ICT counterparts met in Nandi to deliberate on a possible partnership with Medic Mobile in identifying technology-based solutions for the betterment of Universal Health Care(UHC) provision.

NOREB brings together counties of Nandi, Uasin Gishu, Elgeyo Marakwet, Trans Nzoia, Baringo, West Pokot, Turkana and Samburu.

Medic Mobile is an organization that develop and deploy software which acts as a toolkit that supports health workers in delivering equitable care that reaches everyone.

This toolkit ensures safe deliveries, track outbreaks faster, treat illnesses door-to-door, keep stock of essential medicines, communicate about emergencies, and more.

This technological integration in health care focusses on quality of service, data collection & management, timeliness in service provision, ease of access, reports & references, effective communication across the health sector and common database for the Bloc.

Speaking during a demonstration of a UHC management system by Medic Mobile, the NOREB Ag.CEO Dr Dominic Biwott highlights the need for the member counties to grow together in identifying a common solution towards the diverse health care challenges.

In his address, Nandi County’s Chief Officer for ICT and e-Government, Jonathan Misoi lauds the Bloc for the technological move towards improving health care. He further encouraged the NOREB counties to join Nandi in the journey towards automating all government operations and taking services closer to the people.

“The efficiency brought about with the adoption of technology has steered on better services and enhanced citizen wellbeing. Data is key in decision making and such systems offer better information that translates to a well-considered medical decision.” Added Misoi.

The team also looked into and validated the NOREB Region’s Post Covid-19 Economic Recovery Strategy which has been developed to give sustainable road map and guidelines towards economic stability.

Today, Nandi hosted a team from the County Government of Kakamega who were on a benchmark mission to the county’s ICT Section.
Nandi’s journey towards a citizen-oriented electronic service delivery has, in the recent past, attracted some counties such as West Pokot, Bomet, Makueni, Kitui, Elgeiyo Marakwet, and now Kakamega.

Among these systems that place Nandi county on top and more so in the recent appointment to join Global Open Governance Partnership (OGP) include County Call Centre, Nandi AfyaCare for health management, DigiFarm & DigiCow, Online Jobs portal, Human Resource Management System, Bursary system, Fleet management System, Asset and inventory system among others.

The team that comprised of Officials from the ICT, Service delivery, Economic Planning, and Communication were pleased with the County’s adoption and integration of technology in departmental operations, public Participation through the Call Centre, and general service delivery to its citizens.

Speaking during a tour to the Nandi county’s development projects, Kakamega County’s Chief Officer for Service Delivery Unit, Dr.Phitalis Masakhwe highlighted Nandi county’s commitment to openness in governance and great focus towards automating operations for effective service delivery.

Speaking during a demonstration of the various county automated service delivery platforms, the Chief Officer for ICT and e-Government, Jonathan Misoi highlighted that automating service delivery has greatly improved performance by the county.

The team managed to interact with the County Monitoring and Evaluation System(CMES). This system tracks county development projects and programs from inception to completion and even into evaluating the impact of the project on the citizens.

According to the Chief Officer for Economic planning, Felix Sambu pointed out that will the CIMES in place, citizens can access all information about the projects undertaken by the county thus enhancing transparency as well as giving room for citizen involvement.

He added that the system is currently at its final stages of rollout and will soon be operationalized for the citizens to access it through the county website.

Today there was a change of guard as Ms.Truphena Kobiro took the baton as the ActingCEO/Secretary public service board. She takes over from Mr. Jacob Sissey who has been holding the position in acting capacity as the Acting CEO/Secretary public Service board for close to three (3) years.

Truphena joins the public service board in an acting position for six months until the post is substantively filled. She brings a wealth of experience in governance, strategic leadership, and management which will steer the public service board in achieving its mandate.

She is now in charge of responsibility to drive the public service board to deliver its goal which entails the provision of competent human resources, promotion of governance, and ensuring effectiveness and efficiency in service delivery.

Her appointed as the acting CEO/secretary gives her the responsibility to lead the Public Service Board to achieve its mandate.

Before Nandi Public service board, Truphena was the County Director Liaison. Ms. Truphena has over 10 years of experience in administration having served in various capacities within the public service and the County Government.

Her deep understanding of management and leadership has led to the successful service delivery in the capacities she has served. Mr. Jacob Sissey, the outgoing acting CEO/Secretary has been lauded as a dedicated and committed leader.

During his tenure, He brought in some restructuring within the board and various county departments in terms of staffing. This was in a bid to ensure that Nandi County Public Service Board corporate governance is strengthened.

During his term, He also came up with the different policies within the public service board which are crucial in governance and strategic leadership. He has also led the team in conducting telephone interviews through the
already established call center amid the Covid -19 pandemic.

In his speech, the outgoing acting CEO thanked the board management for the immense support accorded to him as he dispensed his duties. He is grateful for the opportunity to service the board and its residents.

Having worked in such a position that requires a lot of sacrifice and dedication, the opportunity accorded to him sharpened his skills as a leader. Further, he welcomed the incoming Acting secretary to the board. He believes that Ms.Truphena has what it takes to lead the public service board in achieving its mandate and mission.

She wishes her well as she takes the helm of leadership. Mr.Sissey will continue to serve as the board member until the expiration of his contract.

The board members and the secretariat paid a glowing tribute noting that he had brought immense experience and leadership to the board. Ms.Eliseba Arusei, Vice-Chairperson described Sissey as a dedicated and committed leader who brought discipline and precision leader in the field of administration.

Mrs.Philister Maiyo lauded the Outgoing CEO as a leader who brought in a wealth of technical experience in public administration, coupled with exceptional emotional intelligence.

Speaking when taking over as acting CEO/Secretary, Ms.Truphena Kobiro thanked Mr.Sissey for his Capable and adept leadership of the board. She hopes to bring expertise in ensuring that the Board achieves its primary objective which to strive to employ the best-qualified personnel taking into consideration other Constitutional Provisions in the process.

She urged the board members and staff to embrace team spirit and commitment to work to achieve impeccably
