ROLL OUT OF HMIS AND BIO-METRIC REGISTRATION TO SUB-COUNTIES AS KAPSABET REAPS FROM THE SAME AUTOMATION

 

County’s department of Administration, public service and e-Government is working towards automating  Service delivery across all the departments in the county. It has recently integrated technology into human resources management and health management among other key Service areas.

The automation of the recruitment process and employees management is championed with the roll out of Human Resource Management System integrated with Health Management Information System (HMIS) as a bigger number of county employees are based in the department of Health Services.

This has necessitated bio-metric registration and personnel information verification of all the the county employees. This exercise is ongoing  subsequently in all sub counties and currently done in Nandi hills Sub-county.

Today the Chief Officer for ICT and e-Government Jonathan Misoi, together with his counterpart in charge of Administration & Public Service- Philip Towett, a representative from County Public Service Board Daniel Mwogoi and the ICT directors visited Nandi hills sub county hospital.

They were checking the ongoing progress of the  bio-metric registration. The team also assessed the preparedness of the facility ahead of the roll out of HMIS which is currently operational.

The system has immensely transformed service delivery in Kapsabet County Referral Hospital.

During the visit, Chief Officer to Administration and Public Service Philip Towett, pointed out the anticipation of improved performance, productivity and the overall effectiveness in the delivery of services.

This will enhance better management and planning strategies brought about with automation spearheaded by County’s ICT sub sector.

Misoi highlighted that with success of this technological transformation across all county departments, the citizens can be assured of service delivery brought about with the efficiency in operations, management and mobilization of available resources.

He added that most departments are currently enjoying the success brought about by automation. Apart from HMIS and HRMS other systems are currently in place.

Useful systems such as County Call Center program, Asset and Inventory management, Revenue system with self service business registration portal, Bursary system, Fleet Management system, DigiFarm &DigiCow and County Projects Management System will soon be rolled out.

KAMWEGA COMMUNITY SEEKING RESOLUTIONS TO THEIR SETTLEMENT BOUNDARIES

The Kamwega community settlement were today at the Nandi County Secretary’s office to seek resolution into the boundaries wrangles between them and Kenya Forest Service (KFS). In a meeting which brought together The County Secretary Dr Francis Sang, Kaptel/Kamoiwo ward MCA Mr Willy Maru, Lands Environment, Natural Resources and Climate Change Chief officer Mr Solomon Mangi’ra and the KFS, the community through their representatives claimed that KFS has gone against their rights by destroying their households and other properties in what they (KFS) term as restoring the forest.

Furthermore, they alleged that the KFS has been conducting restoration exercise forcefully referring to the incident on last Saturday where the officers allegedly ordered the community to vacate their households. According to the community the KFS officers carried on with the exercise despite a case on the on the same land being before the Land and Environment court.

On their part the Kenya Forest Service maintain that they only carried out the exercise on the settlements with no cases in the court, sentiments which were strongly opposed by the community.

Finally the County Secretary pleaded with the two parties to down their claims and allow the court to carry out the process of finding the verdict asking the KFS to hold the restoration exercise until the ruling is made. They agreed to bury their difference so as to pave the way for the court ruling on the matter.

PROGRESS ASSESSMENT OF KAPSABET MUNICIPALITY DEVELOPMENT PROJECTS

Kapsabet municipality is currently undertaking development Projects in area covered by the municipality. Among these projects include the construction of Non-motorized transport facility which comprises of passenger walkway and athletic racing track, street lighting and installation of high masts, construction of jua kali shades & market stalls and extension of sewer lines.

These World Bank funded projects were tendered in two (2) lots and awarded to South Pole Construction Company and Vela Limited. The projects are due for completion and therefore the project implementation Committee is keenly tracking the progress for successful and timely completion of these projects.

 

Today members of this Committee together with the contracting companies and other stakeholders met to check on progress reports as well as assessing the current status of these projects. They also had an opportunity to visit the sites for the racing track along Namgoi- Chebarbar route and walkway between Namgoi and Kamobo.

Present in this meeting were:The Chief Officer for Administration and public service- Philip Towett, the leadership of Kapsabet Municipality, County engineers from roads, water and public works, representatives from KPLC Kapsabet Brunch, a member from ICT Authority in charge of Fibre connectivity in Kapsabet and Engineers from the contacting companies.

Speaking during the meeting, Mr. Towett pointed out the need for close monitoring and regular assessment of these projects to ensure good quality works to completion of the projects. According to the Municipal manager, David Sum, the projects are conditionally funded and the municipality is therefore working towards ensuring prudent use and successful implementation of the projects which determines award of the next funding.

WEST POKOT COUNTY PLEASED WITH NANDI’S ICT INTEGRATION IN BETTERING SERVICE DELIVERY.

County’s ICT and E-Government sub sector is on a transformation journey of Automating Service delivery in all county departments.

Having started with those offering critical services to the Citizens, service delivery is becoming efficient especially on areas that have successfully integrated Technology in it’s operations.

Among those currently at fruition are the Health Management system at Kapsabet county Referral Hospital, the County Call Centre and Revenue Collection system.

This Significant move is attracting a number of counties that are pleased and would like to take the footsteps of Nandi County

This will help in championing and advancing Socio-economic transition and development through the use of ICT.

Some of these counties are; Elgeiyo Marakwet, Kitui, Bomet, Makueni, Tharaka Nithi and Wajir among others.

The county hosted delegates from West Pokot county led by the Chief Officer for ICT and Public Service Management- Timothy Lumulen, the ICT Director- Elphas kakuko and the Head of Communications -Kendagor Obadiah.

The transformation is also attributed to the superb ICT and E-Government organizational structure.

This has greatly contributed to smooth operations, solving conflicts resulting from structure inefficiency, enhancing effective distribution of work and responsibilities as well as creating ample environment for innovation.

Among these Programs and systems in place include; Data centre and network connectivity, Health Management Information System, Human Resource Management Information System, Online Jobs portal, County Revenue Collection system, asset and inventory system, Fleet Management, SMS platform and suppliers portal, Geospatial Information System, Bursary System, DigiFarm and the County Digital Literacy Program.

Mr. Kakuko who is the ICT Director West Pokot county was pleased with how Nandi County is making use of the available Technology and transforming the livelihoods of the people.

“ICT integration into all Government functions makes Service delivery efficient and brings governance closer to the people thus making devolution real”, Said Mr. Lamulen.

Through this interactions, Nandi also got an opportunity to learn from the visiting counties and will soon be implementing the new strategies such as Makueni’s Public participation model and West Pokot’s Community Radio program.

CLOSE MONITORING OF PERFORMANCE AT ALL LEVELS OF GOVERNANCE

In enhancing continuous, effective and result oriented delivery of Service to the citizens, there is need for all the stakeholders to commit themselves by setting targets and working towards achieving them.

For the realization of this, there should be regular assessment to track progress against the set timelines and objectives.

This is achieved through Performance contracting and appraisal system which is a tool for performance Management, clarification of objectives and evaluation based of available results.

Nandi county adopted this tool in 2019 and established performance contracting unit.

This performance contracting process entails the signing of contractual agreement to execute a service according to the terms agreed upon, within a set period of time, with a stipulated use of resources and in accordance to specific performance standards.

This therefore ensures good performance and reporting at every level this translating to the general achievement of County’s objectives.

Today this unit held a meeting with the CECs, Chief officers and the County Directors to check on the status and progress of achieving the targets set.

This regular assessment is done on quarterly basis thus allowing for close monitoring of performance by these officials.

The same is also cascaded down to all other county employees through performance appraisal system.

Speaking during the meeting, the County Secretary Dr. Francis Sang, pointed out that performance contracting is key in public service management and that it has helped in spearheading the timely achievement of both individual and departmental goals.

NANDI COUNTY’S E-LITERACY PROGRAM NOW OFFERING VALUABLE EXPERIENCE FOR OTHER COUNTIES.

Among the various areas of this week’s benchmark by the visiting counties of Bomet, Kitui and Makueni, is the Nandi County E-Literacy program. This program established in 2018 is focussing on equipping the youth with computer literacy skills as an enabler in their career journey as well as in identifying, acquiring and creating job opportunities for them. The initiative is spearheaded by the County’s departments of ICT and e-Government and that of Education and vocational Training with the intention of increasing awareness and also the accessibility of digital opportunities.

This training program is currently being rolled out in all 14 Vocational Training Centres (VTC) and ICT Centres countywide. Having equipped computer laboratories in these VTCs, the program is open to the public and to students already enrolled in the institution. Nandi county is implementing this subsidized training program in partnership with Computer for School Kenya (CFSK) who are there to examine and certify this training program.

The program was recently spurred through a precious opportunity offered to the county by Huawei-Kenya. Nandi county was selected for piloting of the DigiTruck program which is a mobile digital classroom offering training opportunities for the youths by using tablets and mobile phones. Over 200 youth benefited from this program brought about by County’s partnership with Computer for Schools Kenya.

MORE COUNTIES SETTING THEIR GOLD STANDARDS FROM NANDI COUNTY CALL CENTRE.

Nandi County’s move in implementing open governance and empowering citizen participation through the call centre project has in the recent past become a benchmark point for other counties. This week the county has been privileged to host the counties of Makueni, Kitui, Bomet and even the Council of Governors on a benchmark mission.

This TOLL FREE information point where one can call or send a text message via 1548 is now saving lives, time & money, enhancing citizens’ general know-how, improving Government-Citizen relationship and even changing livelihoods of the people. This is evident from the various success stories especially on matters of emergency reporting and response, timely delivery of AI services, effective dissemination of information and training among others.

The members from the visiting counties had an opportunity to interact with Silas Tanui from Kapsabet’s Silver inn area who is one of the beneficiary of the call centre project. Mr. Tanui is a farmer whose Cow calved, experienced uterine prolapse at 10:00 PM and needed urgent attention by a veterinary officer. After raising an alarm through the call centre, the county Veterinary Officers rushed to his farm and saved the animal worth approximately Ksh.120,000.

The Call Centre project is also giving the citizens an opportunity to access Government information, share their interest, opinions, ideas, complaints and complements as well as allow the government to easily communicate to it’s citizens. It is therefore acting as one of the best tool for public participation. Since its inception in August 2019, the call centre has managed to attend to 5770 calls and even responding to a number text messages, electronic mails and social media chats.

Some of the other counties who have learned from this initiative include Tharaka Nithi and Elgeiyo Marakwet now establishing one of their own. As the county expect more of such visitations, it is currently working towards expanding the call centre and increasing the services offered so as to give more opportunities for handling matters of Youth, Women and People Living With Disability (PWDs).

AUTOMATING STAFF MANAGEMENT AT THE COUNTY.

 

County Public Service sub sector is working towards enhancing quality services delivery by the County staff. Among these strategies put in place for the realization of this objective include the development of Public Service policy, implementation of performance contracting and appraisal system as well as carrying out regular staff assessment.

It is now partnering with ICT sub sector and County public service board in the roll out of Human resources management system(HRMS) that would enhance proper maintenance of employment information and staff management. This system that requires all the county employees to register, submit all their credentials and present their biometric details into the system.

Today the stakeholders met to assess on the progress of the system’s roll out. According to the Chief officer for Administration & public service- Philip Towett, the Public Service sub sector is focussing on enhancing effective staff management for a result oriented Service delivery. He added that this platform will provide data to support routine and repetitive human resource decision making and planning.

Speaking during the meeting, Ms Eliseba Arusei who is a member of the County Public Service Board pointed out that the system will also be integrated with the online Jobs portal rolled out for Public Service Board so as to help in managing Human resource need assessment and the recruitment process.

The system’s implementation is geared towards improving performance and productivity by county employees countywide. This will be achieved through the system’s ability to manage all the employees’ information, provide for training and capacity building needs, manage staff appraisals, handling promotion, demotion & transfer, provide information on staff operations and safety, managing staff absenteeism and turnover and even handling discipline matters.

The Chief officer for ICT and e-Government, Jonathan Misoi highlighted that such automations will greatly impact the County in the realization of its transformative agenda through integration of technology thus enhances efficiency especially in management and Service delivery. He added that the ICT sub-sector will soon realize its objective of automating the operations by all county departments.

QUARTERLY PERFORMANCE REVIEW BY THE DEPARTMENT OF ADMINISTRATION, PUBLIC SERVICE AND E-GOVERNMENT

Today the department of Administration, public Service,and e-Government held a quarterly review meeting on implementation of it’s plans and asses performance by all its sub-sectors. The meeting was attended by Sub county administrators, leadership from Kapsabet municipality, ICT & e-Government Directors, Ag. Deputy Director for administration, head of Fire and Disaster management, public health Officers, head of public relations and representatives from Department of economic planning among others. Every unit gave a progress report as well as pointing out strategies of betterment of service delivery by the department.

Among the key issues discussed and reviewed were the status of projects and programs implemented by the department for the FY 2018/2019 and 2019/2020, ongoing projects for Kapsabet municipality, sectoral plan for FY 2020/2021 and establishment of sectoral working group for monitoring performance by the sector.

The projects and programs by Administration sub-sector are: Operational bus park in Kapsabet and ongoing works over the same for Nandi Hills and Mosoriot; bodaboda shades in major trading Centres, passenger waiting Bay in Mosoriot, ongoing construction of pedestrian walkway and storm water drainage between Namgoi and Kapsabet town; extension of street lighting in the urban areas, ongoing works for Juakali shades at Kapsabet town, acquisition of waste receptacles for major urban areas that will soon be dispatched and extension of sewer line in Kapsabet.

ICT and e-Government has successfully established call & data centre in for managing complaints & compliments and enhancing data security; equipped computer labs in all the 15 Vocational Training Centres and rolled out computer literacy skills and Ajira digital Skills training. It has also enhanced connectivity across the county departments and digitized service delivery in various departments through acquisition of information systems such as those for managing Health, human resource, revenue, fleet and DigiFarm currently underway.

Public Service on the other hand successfully rolled out 1st phase of internship program, Developed Human resource policy, prepared competency framework for the county government, developed Human resource management plan, rolled out a pilot program for staff Biometric registration and management and developed County Public Participation & civil education Bill currently awaiting approval by the County Assembly.

The CECM for Administration, public Service and e-Government, Teresa Morogo, mentioned that the department is working towards improving the status of all the urban areas County wide as she calls upon all the section heads to ensure completion of all the projects and programs. She also insisted on the need for fast approval of the public participation and Civic education Bill by the County Assembly. This would give way for continuous Civic education as well as being framework for effective citizens involvement and public participation.
